He took aim and fired an arrow at Mandeep, he was aiming for her eye, but the fog, the state of his bow, the make of his arrows - iron and sharp enough to pierce leather and human flesh - and the state of his body were clearly affecting his aim. The arrow (and subsequent arrows he would fire off after) would have a very low chance of actually hitting her eye.
